&lt;p&gt;AN international think tank monitoring the peace talks between the government and the Moro Islamic Liberation Front (MILF) has raised the possibility that the peace settlement being hammered out will not succeed unless the support of influential politicians in the affected provinces is tapped.&lt;/p&gt;
&lt;p&gt;The International Crisis Group (ICG) said the Aquino administration must ensure that the peace negotiations continue and end in a peace accord, but at the same time, it must also make sure that it has the support of the governors of Sulu, Basilan and Tawi-Tawi.&lt;/p&gt;
&lt;p&gt;“The government needs to find a way to give real autonomy to the MILF without alienating powerful island clan leaders who do not want to lose out from a settlement,” the ICG said in its latest report.&lt;/p&gt;
&lt;p&gt;The failure of the government to tap the support of the political leaders of the three provinces will doom the peace process, it said.&lt;/p&gt;
&lt;p&gt;Earlier, the governors of Sulu and Tawi-Tawi expressed doubts if the peace agreement that is being negotiated can really achieve its objectives, saying that turning over the steering wheel to drivers who have no experience could result in the region’s uncertainties.&lt;/p&gt;
&lt;p&gt;They also raised concern on the manner the negotiations between the government and the MILF are being carried out, noting the absence of transparency, particularly on the issues that are being discussed.&lt;/p&gt;
&lt;p&gt;Examining how clan politics on the island provinces of Basilan, Sulu and Tawi-Tawi could affect the talks, the ICG said the government must find a “win-win” solution for the MILF, the political leaders and their supporters.&lt;/p&gt;
&lt;p&gt;“This exposes an important weakness in the government’s peace strategy, which aims to give something to everyone and risks satisfying no one,” it said.&lt;/p&gt;
